    After reviewing the photos, the Goldenrod was MUCH too tall for April, and their were other photos of plants that were included which were stated in the Notice of Violation that should be mowed... except they should not be. One was a Garden Sorrel (perennial food plant known in French cuisine as the first spring green used in soups) and the other was Comfrey (Russian bock 17 variety), a plant often used in Permacuture fruit tree guilds as a dynamic accumulator, living mulch, habitat for insects, and a favorite of bees. They are not supposed to be mowed. Also, they are not listed in the Municipal Code as plants that should not be grown within the City limits.
