9 inch ivory GE quiet blade before repair

I wanted a quiet blade and this one peaked my curiosity due to the condition of it and I already had parts for it. This is a vid of the condition of the fan before I did any work to it other than take it apart. Fair warning I am definitely not an expert on paint but I will try my best with the facilities and budget I have in this project.
