      @@user-vh3fr3lb8w My response was not on the dishonesty or otherwise of Gachagua. Actually we could very well be on the same page. My response was directed at the comment that equated this debate to some odd 41 against 1. And I always wonder why it is seen as 41 against 1! The seeds that brought forth 41 against 1 forest were planted in 1969/70 when Jomo Kenyatta assassinated Mboya and started giving oaths to Kikuyus to cement their unity against other Kenyans. That was 1 against 41.

      Why should that be so? Everyone pays taxes. But distribution of wealth must reflect a govt policy geared towards achieving set objectives.

      @@marymwai4072 You don't tax an area. You tax people and corporates. Then use well defined parameters reflecting a desired govt policy to distribute the taxes. Just like, under Jomo Kenyatta, distribution of Govt funds favoured a few regions, to reflect Jomo Kenyatta's desires, there is nothing wrong with correcting that in distribution of Govt funds, by taking into account more factors. While Jomo Kenyatta's priority might have been to achieve higher growth regardless of its evenness, a Govt in this day and age would be well advised to balance social, economic and political factors by taking into account not only terms like national GDP, but also paying a keen attention on its evenness.

    In Ruiru, the MP struggles to give bursary because of the huge a population amid limited resources. The same allocation given to a small constiturncy in Lamu or Taita Taveta is also given to those in Ruiru

      We're on the same page but you guys told Uhuru off when he brought this agenda. Everybody knows that the most homeless people (chokoras) in Kenya come from Central. How then do people assume that everybody is wealthy in Central? Most people in "remote" counties have land, even if it's arid (there are planned irrigation schemes everywhere though). We're talking here about people who have _nothing_ to their name.

      @@panafrican.nation Uhuru tied this agenda with other agendas like expanding the executive to reward political losers and undermining the independence of the judiciary. Otherwise, we wanted the BBI to be a multiple choice affair so that we can choose what we want from the proposals. Instead, Uhuru wanted us to accept everything even the issues under contention

There are expenditures that are obviously proportional to the number of people to benefit eg CDF. But there are other expenditures that are proportional to the geographic area of a region. A sparsely populated region required to build longer and more expensive roads to reach its people. The same applies to provision of water, access to hospitals, etc. One man, one vote , one shilling mantra is shallow and poorly thought out.

      You are wrong. The land area matters because the cost of providing services per person is dependent, not only on the total number of people but also the population density. The cost of building a km of road may be the same but that cost PER PERSON rises when population density is higher. In a large area, sparsely populated region, you have to build more km of road to reach people. Therefore such simplistic mantras like one man, one vote, one shillings are just plainly thoughtless.

    That one man one vote one shilling should only apply in cdf. When it comes to other issues the Nation will be chocked.Nairobi hakuna mbuzi for goat meat to get to the city it needs transport how shall it get to the city if the only good roads are in highly populated constituency?

      Nope. Money follows functions. Obviously there are a few functions whose cost of provision is related to population, eg capitation in schools. But there are more functions whose cost of provision PER PERSON is related to geographic area eg roads infrastructure, water supply, health facilities, etc. One man, one vote, one shilling is for the intellectually lazy. Exert yourself a little more mentally.

      @davidnganga2587 getting electricity to two people in Liboi costs the same price of getting it to 300 people in Kitui central. and even now Lamu, Tana River Garissa combined get lesser allocation compared to Nairobi. Don't just listen to mouthy politicians who are only seeking relevance.

      There are two ways of serving the people. You may choose to focus on the money you disburse per person. It works well for services that can be measured by capitation.
      But you may also choose to focus on service provided for the people. When you get to this point, then you immediately run into a difficulty. A govt policy on access to roads network may boil down to an objective of having all weather motorable road within reach of every Kenyan. When you build a km of road in sparsely populated regions, then you may cover only 100 people. But a similar one km road in a densely populated region might cover 10,000 people.
      A comprehensive social , economic and political policy must take both extremes into account as the optimal tool for funds distribution is worked out. One man, one vote, one shilling is the product of a lazy mind that does not want to exert itself intellectually.

    This kaya leader when he says all are equal, Hope referring to people not area. It's about not area. We cannot developed schools in deserts or hospitals. If they don't want that, then we can have money that come or tax that come from an area develope the area. The kayas just sit and wait kikuyus to work and develop for them their areA.

      Why can't hospitals be provided to PEOPLE living in deserts? Stop your discriminative kind of thinking that has led you to think that certain Kenyans do not have a right to access services. Yes, there are services whose costs per person is independent of population density eg CDF. One man, one vote, one shilling applies well there. But there are also services whose costs PER PERSON caries depending on population density. Like health services, or provision of water, or roads, etc. The geographic area becomes an important factor over such services. Simplistic policies like one man, one vote, one shilling are for the intellectually lazy who do not want to exert their minds. The appropriate model for fair distribution of resources combines many factors, with the population being just one of them.

      It is your likes who have been eating on the back of others until devolution came along. But more importantly, it is important to nite that there are services whose costs per person are dependant on geographical area. The cost of provision of roads infrastructure is higher per person in sparsely populated regions. The same applies to water or even access to health. Under CDF, then one man, one vote, one shilling may apply. Kenyans need to exert themselves a little more instead of adopting a tunnel vision, single dimensional approach to an issue with more variables than one.

      How is Mt. Kenya the majority? Mt Kenya constitutes less than 30% of the population. Being the largest component of the population does not make a community the majority. No one is ganging up against Mt. Kenyans. Mt. Kenyans are just being dishonest with everyone including themselves, leading to great levels of inconsistency. Ckukuweni msimamo over issues and stick to them. Then you may be taken seriously.

      There is a big difference between capitation in schools and other Govt services. Capitation in schools is, by definition, funds provided per student. There are many govt services whose equitability cannot be achieved through capitation. There are Govt services which can only be provided equitably if more resources are given to regions that are large and sparsely populated. For instance it would be a sound Govt policy that there be a road within 10km of every person. Very sound. The cost of responding to such a target is higher in regions that are expansive and sparsely populated. The same applies to provision of Health services or education infrastructure or water services. One man, one vote, one shilling is a simplistic poorly thought out,apolitically expedient policy that has no relevance to this country. It perpetuates govt sponsored inequality that this country has gone through over the years. And reverse the little gains that devolution has achieved for Kenya.

      @@davidnjau1287 You are right on the first part of your argument. The word "capitation" means per head, so there is no argument about that. However look at the COST PER PERSON in providing, for example, satisfactory roads infrastructure. A serious govt may declare in its policy that no Kenyan should he more than one km away from an all weather motorable road. Every km constructed in a sparsely populated region might cover only 100 people. But the same road constructed in a densely populated region might cover 10,000 people. So you see, it is still about PEOPLE. Only that the policy looks at SERVICE PROVISION to the people rather than THE MONEY GIVEN to the people. Equitability is all about services. A child born in Garissa should have access to similar services that a child born in Eldoret enjoys.Thats equity in action.

      It is because they received nothing under Jomo Kenyatta. They didn't get much under Moi either. Effects of state sponsored neglect and marginalization are far reaching. Those people deserve every penny they are getting and even more. They pay taxes just like you do, both direct and indirect taxes.

      When did you ever feed Tana River people? Take some time and check the amount of resources that were provided to that region before devolution and compare that with resources the govt pumped into favoured regions during Jomo's regime and to some extent Moi's regime then you might know that you are the one who has been riding on the back of marginalized regions. Everyone pays taxes but resources were being channeled to favoured regions.

      If that be the case, then there is no point in having a country in the first place. Different communities were living comfortably within their tribe-nations in a most peaceful and progressive manner. By and large, we had no issues with our neighbours until colonialists came along and created illogical boundaries and forced us into some unworkable and irrational geographic space called Kenya. We all know where our tribe-nation boundaries are. Let's go to factory settings, recreate those tribe-nation boundaries, then let every tribe-nation opt for which tribe nations it would prefer to work in alliance with. Colonial country boundaries were devoid of logic.

      There are services whose costs ot provision depends on the population, but there are also services whose costs of provision depends on geographic area.
