Camodo, If A ship is listing, the standard procedure for launching lifeboats is a little bit different. Depending on which side the ship is listing depends on which side you can launch. If the ship is listing to the port side, you can't launch the lifeboats on the starboard side and vice versa. So if it is listing on the port side, the procedure is to bring the lifeboats out then launch them and have people climb onto them when there in the water. So the traditionally you can't launch them by moving the Davits so you launch them without people then you load everyone on.

After that dining room caught on fire the fire fighters managed to put the fire out, but there was an uneven balance of water because the fire boats were putting in more water than the fire trucks, thus causing a severely uneven list towards the water which would ultimately result in her demise.
