(Trello has updated and the process is a little bit different now but i played around with for a min and figured it out. Essentially the same process but a couple extra steps. Easy to do.)
They have removed the plus sign for new workspaces to the drop down menu on the top right corner on the users name. There is a section that says create new workspaces.

Darn my free trello account does not have the add a workspace option
In case you click on “Create” and don’t see the option to create a Workspace there, you can create a Workspace by clicking on your profile image in the top right navigation.
