To start the referee was painful, I mean he forgave Germany a damn for the fouls and yellows, Kroos at least 3 yellow (injuring Pedri) and at 6 he could have already thrown him out. fullkrug was offside I think (it was not proven) but he did control the ball with his arm in the same play and that is why the VAR did not intervene, because it was not a penalty, and the VAR can only intervene if it is a clear penalty, but Since he saw the hand just before, he couldn't intervene.

It was no handball. The referee decided to not give a penalty because the shoulder of the player was downwards and his face was on the other side. That made the referee decide that the incident was not a handball offence. He was just accurately following the official FIFA rules, so stop crying.
