Grusa did not surrender in 1915. The Columban campaign began shortly after the Grusan campaign, in which Antares struggled to get their troops through the mountains. In 1917, Grusan forces did see success holding back Antarean forces in the deserts. Since this was a problem, they invaded Grusa from the coast. After the Grusan campaign was finished in 1919, they wanted to invade Centauri, but paused the invasion, due to Centauri coastal guns being too powerful. Instead the war effort was redirected to Columba, which troops had seen little success in.
Comment: the wiki says that Antares had tried to invade Vega through the south 2 other times, ending in disaster. So instead, they had an amphibious assault on the relatively undefended east coast. There was no invasion from the south. Also, I’m pretty sure there was a naval landing near Columba’s capital coast and another attack from Corvus which connected, cutting off many south NCA troops. To free these troops, riaa launched an offensive which nearly succeeded, so Ursa joined Antares to counter act this. Seriously the encirclements are just cliche. I doubt any nation had the capacity to make such manoeuvres without the other side being able to retreat in time. Sure its fun but its an overused thing and the lore never mentions any encirclements as of writing this comment.

Corvus assisted in this encirclement, finally invading through the west and meeting in the middle. The NCA’s forces in the mountains were now surrounded with no hopes of resupply." - from the Centauran wars page in the wiki

Ursa originally wasnt meant to be involved in the centauran wars but a lore update (updating the official lore, not the game) a few months ago added them into the war during the riaan campaign
