Wow this looks incredible! I love your use of forks in the railing and the brown door on the last tan building!
My suggestion for phase 2 would be to develop a central plaza of some sort that buildings would surround, maybe with a fountain or statue in the center as a focal point. It could also lead to a cathedral, that could include stained glass and rose windows or quatrefoils!
