Ah, combined sewage overflow systems. I remember fondly learning about these in architecture school. I remember even more fondly discovering a CSO outlet flowing out into the East River from just underneath the United Nations headquarters. Seemed a bit poetic.
Maybe interesting to note is that many countries around the world, like Denmark, the Netherlands and Australia (with the exception on the very core of some older cities), have these seperate systems and are planting a lot of green already. Where I come from this happens almost every single time it rains with a bit of intensity, no need for super storms to happen, and some years it can rain several times (like more than 3 or 4 times).
My country has mostly separated the rainwater and sewage systems before 2017 and has been building separate systems for new development for well over a decade. There are some rural areas where this is not feasible, but I understand that for all the major cities and towns, this is now mandatory and complete.
I suspect a lot of cities have sewer overflow tanks. It's a cheap stopgap in cases where runoff could overload waste treatment. In my city, they're also trying to separate stormwater from sewage. One big contributor is that older housing editions connected their foundation drainage tiles directly into the sewer. They're forcing homeowners to have their foundation tile disconnected from the sewer, and it's quite expensive. (it usually involves jackhammering up parts of the basement slab)
The city of Ottawa, Canada's national captial, is almost finished building a large set of tunnels called the combined sewage storage tunnel to temporary store overflow much like what you are describing for Chicago

In my city (Bengaluru, india) we have overflowing drains onto the road not only because the separate rainwater ditches are always clogged but also because of the city planners underestimating overpopulation.
Chicago's not the only one. San Fransico already has giant underground vaults for combined sewer stormflow. This is a very old problem btw, not actually getting worse from land use, since the areas that are old enough to have combined sewers (no longer allowed by code) were completely paved long ago thus new impervious surfaces contribute to discrete stormsewers, not combined sewers. As for increased storm intensity, that depends where but generally yes greater heat means more water in the atmosphere so when it dumps out there is more to dump.

I & I or inflow and infiltration are big factors as well. Chemical grouting with NSF 61(potable water rate) approved grouts helps mitigate the amount of water that enters the sanity system while also preserving infrastructure.

Yeah, the best solution right now is to make mega buffers like a few cities have been doing. Storage tanks underground that can hold several olympic swimming pools worth of water.
Another possible solution to help with the problem would be to change where discharges happen. In Florida when discharges do happen it is directly into the coastal estuaries! Extending the discharges out to the deeper offshore regions would help a lot but would not really be an end all solution.
I was gonna say, the sewage system in the Netherlands already separates the different sewers, for as long as I can remember. So I was kinda confused at the start of the video when you said the opposite is true 😂

we had a septic tank buried in our front yard in the suburbs as a kid that had begun settling at a bigger and bigger angle tilted towards our house. it was... not a good time whenever it got blocked up, which was constantly.

Happened recently here in Toronto back in July... poop overflowed into the lake after a rainstorm. My regular canoe session was less fun that week.
