13:30 I think you could have done a bolo just for a person of interest not necessarily a suspect. If another officer sees it, let you know and you can attempt to speak to them without stopping them if you feel you don’t have enough evidence

Jeff, I think you are confusing a “bolo” with a warrant. You can totally put in a bolo for a subject that you think might be involved in a crime. You can’t get a warrant for her until you have actual evidence so you wouldn’t be able to have another officer arrest her and bring her to the station for questioning. The bolo would be to let you know where she is at so you or another officer could speak with her. If she were to get stopped for a traffic infraction you would not be allowed to hold her there for an extended period of time just so you could get over there. You are not allowed to prolong a strong for an unreasonable amount of time. For example, if you were to pull a car over and had a suspicion, they may have drugs on them, and you did not have enough probable cause to do a search you would not be allowed to wait for an extended period of time for a canine to get on scene if they were not readily available. So what you would most likely have to do if she was stopped, is for the officer to tell her that she is wanted for questioning, but she’s not under arrest. You would have to have her come down to the station on her own free will. It’s kind of a pain in the but. If you have an address for her it is much easier to go and find her yourself. Sorry for the long-winded comment, but thought it might come in handy in RP.

Everyone thinks if police reads miranda to them, it means theyre arrested. Its not like that. Miranda rights have to be read if the police is going to question you. Thats why sometimes the police isnt required to read miranda to suspect.

I don't know what the rules are on the server, but most police departments allow their officers to lie when questioning a suspect. You cannot lie when charging them of coarse, as that is an official legal document, but when questioning it is open season. Always work into a much higher charge, for example tell her there is a witness that places her the scene of an earlier fire, and then say there was an arson somewhere else where someone died and now she is the main suspect in that case. Most times people will cop to the lesser charge and provide investigators with the truth on which fire he/she started. If not say that she isn't a murderer, that you understand her and that sometimes there's a legit reason to commit arson etc. Basically come at it like your her friend and only want to help. See how you go, it's just a thought. Again great video, I like it when there is an investigation.

In OCRP these guys run their emergency lights all the time. Haha they use them in so many scenarios that as a real LEO I wouldn’t or don’t use my lights. Using your lights and siren highlights you. It’s much easier to be covert and get close to possible suspects with no lights or sirens. Like this shots fired call…you were told there is a bunch of people in the hanger and you’re hearing gunfire and your response is turning your lights and siren on and then pull up directly in front of the door. Naaah I would have approached from an avenue as stealthily as possible and get a visual on what was taking place before just rolling up in front. That’s how officers get shot.
