I don't understand why different voice lines for skills get unused I mean sure alot of them feel off honestly but personally it just sounds cool than hearing 1 voice line being repeated over and over again Also I think most of the unused lines are meant for if you were to land tails but idk
They took many voice samples, And choosing it later for which one they gonna put on their final product.. it is more like standard in voice acting industry.. you cant only 1 option that will be liability and lazy also you cant just hit the mark on the first "shot"... More option = better. The fact they keep the unused one in game file.. is either they forgot or just little surprise for the community that curious enough... Well most game have unused files in their game.. the difference is.. on how deep the player will search for it... Just put it as neat easter egg hunt.
