I think it has to do with some kind of 70-year rule concerning the rights of the music, cause Ponce's death now dates back more than 70 years and just half a year ago scans of no. 3 and 7 appeared on imslp. No. 10 and 12 are on this channel for a while (unfortunately in terrible quality). I've also seen renditions of no. 1, 6 and 8 on youtube. If you're keen on getting the sheet music, all of the numbers I mentioned are in the library of the university in Mexico City. You just need to find someone from there who is willing to scan them for you. I've gotten the score of Suite Cubana (also from Ponce) this way, but I don't have any contact with the guy who scanned them for me anymore. About the other numbers, I've never heard anything, maybe they got lost.
