Wrong. if that’s what you think, then you don’t know Gaster lore. “Mystery man” came from a rare easter egg in a random door. Mystery man is probably Gaster, but this is not confirmed. The references to Gaster are many. Most all of them come from the FUN value events.

Just an easter egg that people created the lore for.
And the best thing is that he fits perfectly into the lore.
You know how sans breaks the 4th wall when you fight him repeatedly after failing?
Common accepted theory is that Sans with Gaster worked in that random abandoned facility and Sans somehow got into an accident where he can now be aware if the timeline is changed. He's basically aware of the player yada yada. Basically in-game he's like aware that the determination soul can save and reset or whatever. And Gaster is probably lost in the void or whatever happened to him.
It would be really cool if Toby would officially realize Gaster into the franchise in Deltarune because it would make sense. We, the player are part of the story. We are aware of Gaster because of that tiny easter egg. It's like Gaster was lost outside of the game.
If we are ever introduced to him, we won't need an introduction. We could just be told that we know who Gaster is. That would be the peak of 4th wall breaking.

However, the information about him is left ambiguous. He's not have an official appearance (there're possible of his appearance in the game, but they're not confirmed).
All we know about him is his name is W. D. Gaster. He's the former the royal scientist before Alphys and in charge of creating the Core. Until one day, his unknown experimental has gone wrong, cause him to fell into one of his creation and vanished him across the time and space.
The name W. D. may short for Wingdings, the font text. This may be true since there's a secret text about some experiment in the secret room called Room_Gaster.
Since his front name refers to the font text, people theorized that him and the skeleton brothers may connected one way or another.
The thing that makes this theory even stronger is the dragon skull-like that Sans use in his battle has the name in game file as Gaster_Blaster.
