對，中國向來對統治者的要求是「內聖外王」，比較重視領導人的品行，這對今天來說依然實用。這跟洋人認為「絕對權力造成絕對腐敗」大相徑庭。洋人先把領導人定義為一幫道德敗壞，需要加以鉗製的人，一天到晚想辦法換領導人。我所在的國家就奉行這麼個民主制度，結果造就了一幫為騙選票投機取巧的政客不說，要命的是他們都希望所有的計劃能在任內完成，對長期計劃沒有興趣，況且長期計劃定下來也沒用，換了政府計劃就被推翻，一切從頭再來，國家就一直在那裡空轉內耗，苦的還是老百姓。
