I had a vision for a walugi game: walugi finally marches up to mushroom castle to demand to be in on the next game, only to find that, mysteriously, no one is home! A new big pirate baddie has captured everyone and it’s up to walugi and his quirky moves to save super mario world!✨🤝✨
I'd imagine he'd really be like, "Eh, I'd rather do anything else than save those losers. But this could be my chance in the spotlight! Fame, here comes Waluigi!"

I feel like for a character that is usually the victim of slapstick comedy, a much more wacky goal and game over all would be much more for fitting in terms of how I see it.
Perhaps it could be like Bowsers inside story where Waluigi wants to stronger then Luigi, and ends up somehow getting a chance to do so and goes on this wacky fun adventure to “train” himself. They could get a lot of comedy out of it at least.
I've had a similar idea one time, but made simpler. An old-school platformer just like SMW, in which you could character select between Mario, Luigi, Wario and Waluigi. Each of the characters would have something a bit unique (like Luigi's floaty high jump from SMB2 or Wario's tackling elbows) possibly leading to different secret areas and such, but then I wondered: what would Waluigi have that is unique to him?
Years later I'm still pondering! 😂

I think it’s mostly a joke for Nintendo. Waluigi is the guy they get for slapstick and jokes. Even in the Ultimate Smash game they used Waluigi to demonstrate that you can beat up Assist Trophies. Waluigi is designed to be a loser and a joke so they probably never thought to make him a game
Nintendo is some Kind of racist when it comes to waluigi. He was originally a fan made Character and nintendo bought him so wario would have a sidekick in Mario Tennis 64... Nintendo+Fans=Water=Oil

But I guess Waluigi's ability to swim in (mid-) air like in water is unique only to him.

Only quirk is...
Monty Moles are blind, so they have to rely on smell and hearing to find their way around. This means that unlucky mole that got stomped wouldn't have seen Waluigi.

man that was great. it would be amazing to be able to play a game as waluigi! id imagine that a game with waluigi as the protaganist would be about gimmicks and using your tools to your advantage. like how BOTW lets you solve shrines in more ways than just the intended way!
