is it possible to put a system board from a 5490 in the laptop frame/ case of a 5480 ? (to upgrade processor etc) and hopefully fix the missing TPM error

I have dell 5490 core i5 8 gen.. but its so slow.. already upgraded to 16gb of RAM.. still very slow.. HD is 100% performance and health.. do I need to replace the mobo with core i7?
Wdym your processor is slow? Mine is very fast, maybe you have an HDD, because i have a 512gb SSD NVME, try changing that old crap HDD, NVME is a really game changer for laptops.
