What if the 10 house is empty? And secondly you say Jupiter is also good in 4th house but what if it's debilitated in the 4th house of Capricorn as in the case of Libra ascendant.
Good in Kendra to have Ju, but challenges can be more.

check the lord
You look at the house ruler's placement, sign, and aspects.
Also check your moon chart to see what's in those houses.
