As per my knowledge on levelling survey...
First column is your station no(not serial no) that means number times of staff you are holding for taking readings and your serial number of readings are not same as your station serial(number of staff holds)
In every changing point (CP) one staff must have both the back side and fore side readings on same station(staff).

jis question Mai change point nii Diya hota usme level staff Diya hota hai 3.0 ya 4.0
Using this we can see Reading Given in question is in increasing ordered
Example .. 1.2 , 2.1 , 3.8 then 0.1
If level staff is 4.0 the. 3.8 will be change point because after that Value will fall down to 0. Something ...
Same for if level staff is 3.0 .. u have to look nearly about 3 value given in question
