I dunno if I'd consider him "low rank" even before he became a Straw Hat. He was notorious enough for Baroque Works to want him, and Baroque Works was largely focused on the Grand Line even if only as far as Alabasta, and by operating that close to reverse mountain they'd have bounties from all 4 seas coming through. Come to think of it, I don't think we've really seen any actual bounty hunters besides Baroque and the Franky Family so I'd say he ranked pretty decently compared to who we know considering the only enemies I believe he really struggled on for the entirety of the story up to the end of the Alabasta arc was Mr. 1 and Mihawk, if you don't count the very nerfed Zoro vs Arlong.
