Absolutely, pretty much every dive center in Puerto Galera will offer scuba diving training courses. I can highly recommend the Atlantis Hotel Dive Center (atlantishotel.com). Their staff is awesome, the training high quality and safety a priority. All you need to embark on the adventure of becoming a fully certified scuba diver. 😊
The local hotels will have their transfer companies that will pick you up in Manila and bring you to a port on the southern part of the island. From there it's either a speed boat (that's how Atlantis Puerto Galera does it) or a ferry that will bring you to Sabang Beach. Verde Island is dived as a day trip from Puerto Galera and can be organized through any of the dive centers there.

I have scuba equipment but i'm not certified yet. do you know if they have scuba training school over there?
