It is unfortunate that proficiency in English is considered as intelligence and what's more- it is identified as a measure of efficiency as an administrator. There are advanced countries like Japan in which no one cares to speak English and get on with life and administration. People get higher education, professional degrees, land in alien lands but can not think beyond the caste lines. I feel sorry for them.
