Since his quirk uses his sweat, using it too much on big blows can tore him out very quickly or make him weaker (seen when he pushes himself too far and forces himself to sweat more to make more explosions) so they can also help with buying time for h to excrete more sweat to continue on battling. They can be used as weapons from his teammates as well, we see that Deku has used them once. And lastly, he made them at the beginning of his journey, when he wasn't close to as strong as he is now. The power they can hold hasn't changed, but he has. So while they are very powerful weapons, he has grown more powerful than them.
