The effect was non existent when the attack was declared, similarly you cant trigger Beelze ex2's when attacking if you evolve from ST impmon's effect and you cant trigger a second alliance with Cherubi unless you got it twice before attacking
That’s why I said it’s similar, not the same. It’s a triggered ability that you can activate when the Digimon is attacking, even though it wasn’t on the field when the attack was initiated it can still see itself attacking and thus you are able to trigger ability to alliance.

alliance is similar to a when atk effect, so you can decide the order of your effects.
