You're right on the money regarding St. Louis. St. Louis should have never lost the Rams, and the success of the BattleHawks proves it. However, I don't see STL returning to the NFL as long as Goodell is commissioner and certain owners are still around.
Watching in San Diego & I was a huge Chargers fan since 1971. Very sad day when the owner moved the team to Los Angeles 7 years ago. We had poor community leaders combined with extremely bad ownership of the team, made a perfect storm to allow the team to leave San Diego, after 56 years of loyal fan base. Who knows, maybe someday we’ll get lucky & be blessed with another NFL team. We did support 3 fantastic SuperBowls & we always have great weather in February.
San Diego and Oakland have already shown that they won't build a stadium. The NFL only expanded in 2002 to balance the schedule, they won't expand again.
The NFL won’t be allowed to expand to Canada because of the Canadian government and the need for the CFL to still exist. An NFL team in Toronto would kill off the CFL.

Hartford Connecticut wanted to build an 18,000 feet arena to track the patriots before they built their new stadium. They refused. You can’t have in the NFL team in an 18,006 stadium. It’s too small to turn a profit.

I'd see the likely contenders as Portland, Austin in the west (Sacramento or Salt Lake City) as next tier. In the east it would be Toronto and Mexico City next tier would be Oklahoma City or St Louis.
First of the cost of a franchise NFL team makes it difficult. Second most of those expansion teams would just water down the league even more. Third, HI for the NFL. Never gonna happen. Hawaii is never going to build a stadium for a pro team. And if they did. It would take 30+yrs.

Neither Oakland or San Diego even have a stadium worthy enough to house an NFL team, and I'm not certain that the Raiders wouldn't block a potential expansion team for Oakland, even if they were to build a stadium there, because as they did once before, they might want to return to the city that's the soul of that franchise, as it was when they were in Los Angeles. If the NFL does expand, and I hope it doesn't, given the number of bad teams there already are, I would hope it's to Toronto, where there's a fully capable stadium, and Austin or San Antonio, if a stadium can be built in either one of those two big Texas cities.
