The way this glitch works is that as long as those chunks aren't being actively loaded the game assumes that the rod is still effecting the pressure plate. When the player uses a rod again the chunk where the chamber is gets updated for 1 tick, long enough to break the pearl and tp the player.
so technically the stasis chamber is the tube of water and trapdoor specifically, the glitch here is abusing fishing rod mechanics by going through the portal to semi unload it.
The fishing rod glitch has been patched unfortunately. Also "Pearl stasis chamber" refers to all methods of storing ender pearls and not this particluar setup with the fishing rod

for the fishing rod stasis chamber it works by using a glitch you set the statis camber up with the fishing rod then while it is still on the pressure plate go into the nether it will do a weird thing where now you can take the fishing rod out of your hand, but the game will still think it's bobber is on the pressure plate then anywhere in the same dimension, as long as the chunk is loaded i think, use the fishing rod and it should teleport you if everything works accordingly

for the fishing rod stasis chamber it works by using a glitch
you set the statis camber up with the fishing rod
then while it is still on the pressure plate go into the nether
it will do a weird thing where now you can take the fishing rod out of your hand, but the game will still think it's bobber is on the pressure plate
then anywhere in the same dimension, as long as the chunk is loaded i think, use the fishing rod and it should teleport you if everything works accordingly
Easiest is to make it in the spawn chunks
and if i remember correctly it only works in the overworld?
