1:01 I think the left perk "Split Charge" for double half heal is better, because sometimes you only need 50 shields back and you can heal 50hp for both your teammates too. If you use it while you have lost 50 shields on any shield above white to heal full and you get hit afterwards, you will not heal that damage back, because of the cooldown it has between getting shot and healing - effectively gaining only 50 shields back instead of 100.
If you have two tacticals, you can always heal this 50 damage back afterwards.
Also keep in mind that the speedboost conduit gets only works outside of her healing range. So you cannot run faster when you are in her healing range and the 10m extra nerfs your ability to get to your teammates faster.
On 1:19 you see exactly why the 10m is more useless. You tried to save your teammate but he died and you were full hp. Now you don't have a tactical for the duration of it 32s extra waiting time. You don't heal unless you take some damage and when you take some damage, you are in a fight. You will only heal back after an certain cooldown of like 1-2s or so (i don't remember the time it takes) and most of the time you don't have this downtime in the fight.
An example of this is on 5:21 where you don't even healed full but got shot and now the heal is on an cooldown of 1-2s again till it ran out and now you have an 32s ability cooldown again.
8:51 Also shows why the double heal is better. You are close enough to your teammates and accidentally healed the valk that was full hp while using it for yourself. Your gibbi got shredded but you can't save him anymore for the next 40+ seconds. With double heal you could've used it on both of them to also heal the gibbi while giving valk a heal in case she gets shot or naded again.

That's a lotta big words for me but TL;DR is just 2 heal = more heal.

2 heals = same heal but more control over it and no waste. Also you can help both your teammates instead of just one and you can run faster for longer till you get to your teammates when you are far away.
