Megumi, Yahiko, Sanosuke, and Kaoru are all characters from Rurouni Kenshin. 1868 refers to the end of the Bakumatsu, which Kenshin took part in. Meiji Restoration is also fitting since the anime/manga take place during the beginning stages of the Meiji Era in Japan. If you've never watched it, I highly recommend it.
