The Ballon d'Or is based on individual performances and individual awards, not team awards. However, records in tournaments and performances in big tournaments do count. Ballon d'Or is handed out by France Football and UEFA, not FIFA, so Messi isn't a FIFA Boy. It's decided by journalists, and they have a better understanding than us. Although FIFA held the Ballon d'Or back then, it still didn't change the fact that it was decided by journalists. FIFA don't bias Messi, and it's so dumb.
