For anyone having a hard time with this it’s very simple I fixed my issue yesterday…all I did was text Apple right on my phone and they answered immediately and I swear within 3 minutes it was done …what she said was that make sure when ordering stuff you make sure clear all of the stuff because it can place an order again and that what causes the issue

if you do a chargeback they take your apple account away and there is no way they have told me to put it back up they did this to me before so I can't do any chargebacks if there is fraud this is very wrong now I have no apple ID and they will not reinstate it
