This process makes it cheaper because the developer won’t need all those hours to develop anything. He will multiply his sales from the initial work. Many developers who have all the source code of such applications do want to take advantage of the consumers and would lie to you that they need to develop a new software for you. This might be true if they don’t have the source code. If you are looking to buying a new software, buy it from some one who already has it done. You should be able to get it for something under 4K.

It's because they're outsourcing in bulk overlooking a major flaw in the fact that he's technically talking about an MVP - NOT the polished, ongoing product we love and use today. Your estimate is much more on par (if not a bit under) a solid first iteration of rideshare app....
Remember 30k is only for the frontend you still need a decent backend web service that would be able to communicate with android ios and driver/passenger and to also store data. i would say an uber app thats fully functional would be 300k minimum.
Making a whole ecosystem like this is more work than you would imagine. 300k is a low ball estimate. If security, reliability and speed are priorities, then it could very well cost a lot more.
