  • The Usher of the Black Rod serves as the Governor-General’s messenger for ceremonial communications with the House. She leads the Royal Commissioners into the House at the Commission Opening of Parliament.
    At the State Opening the Governor-General sends the Usher of the Black Rod to summon members of Parliament to attend the speech from the Throne. She knocks three times on the door of the debating chamber. Only then does the Speaker permit entry so that Black Rod can inform members that the Governor-General commands their attendance.

      ​@@kincaidwolf5184still... Shouldn't it technically be a representative of the King of England, even in NZ? Because the governor general or whatever kiwis call it is still an elected position, not a member of the monarchy... Making the entire point of having a "black rod" moot.
      The procedure only ever existed to keep the (at the time tyrannical) English monarchy at a distance from the house of commons.

      @RD1R The Kingdom of England does not exist. Do you mean the United Kingdom of Great Britain and Northern Ireland? Secondly, we share a common monarch and common parliamentary history and tradition. The elected governor is an elected position, as is the Prime Minister and the Speaker in the UK. It's still approved by the Monarchy, who is advised by his government to approve. That's how monarchy has survived with democracy. The democratic process plays out, and the monarchy is told to appoint an X person.
