Both British and French politicians supported it, but the French people felt they were being forced to choose between military subjugation by Germany and political subjugation by Britain, and chose the former. But even if it had happened, it probably would have failed, because it wasn’t very clearly drawn out due to it being mostly just a last-ditch attempt to save France.
