Honestly I think they would have just rolled with it. They know that any time they light such a kite, there's a risk of fire. It's a risk they're willing to take to enjoy that sort of tradition. Especially if you do it with an approaching storm with unpredictable winds. At least the storm would've put out an ensuing fire.
