An agency which consults students for overseas education which consults a large number of students every year will fall under high volume or low volume??
Volume (and any of the 4 Vs) are all relative. There is no threshold "number" of items / week that make you "high volume". But i sounds like your operations have minimal variety too so you are probably more on the high vol, low variety position....
