It’s a Florida card room, not a casino. You play against a banker who’s company backs the money. Dealer just converts cash to chips and deals the cards. You can be a banker for about $60,000 or something like that.

This is a poker room so there is an independent banker who gives and gets the chips. The dealer chips are basically only for cash purchases of chips.

The person on the side with chips is the banker. She plays against the banker. The poker room just supplies the table and the dealers
There is a banker to the right that “banks” the games. The dealer just provides a service by dealing the cards. The cardroom doesn’t bank the games.
