Is it true you can mix Legendary Marvel base game with Villains and even dark city if you wanted and mix and match cards? I could have Venom and Spider Man as allies on same side? If I played both marvel base and villains at that point what board would I use? Villains or Marvel? I tried looking online but couldn't find a concrete answer. It seems you can but for some reason I worry it's complicated and hard to setup.

Yes you can. Try to find the marvel villains rule book online (pdf). They explain everything about compatibility.
