Maybe the Travelon Anti-theft Classic Backpack would work - it is 12x16x6
That's why we tell people to check the requirements for whichever airline they're flying. One of the European airlines has a restriction of 12" x 8" x 8" which is basically a shoebox. We fly as little as possible (in 9 months of full-time travel we flew 4 times) and it's usually long flights/big planes. My personal item is an Osprey Daylite 19l pack which is oversize if stuffed full yet still fit fine under the seat on a Dash-8 for a regional connecting flight in Canada
