You have to lay out all of the rules. Once the game starts, everything you didn't explicitly mention is fair game. You can't change the rules whenever you want to.
From what I see, “move 1 stick” does not mean “take a stick out” or “touch the equal sign.” In other words, you have to take the stick from a number and transfer it to another number. I guess none of the sticks are supposed to be useless, and the ≠ sign is too obvious.
It's so funny how when she was trying to make the statement true by making a ≠ sign, the statement actually ended up false, because 9 - 3 actually equals 6
5+3=8 pick one stick from 9 to make it 5 and then add to 6 to make 8. There you go. He didn't change the rule at all, he already said to make statement true that means to remain equal sign please...
This puzzle has a multiple of solutions. You can just take a stick and put it really close to another so it doesn't form a new line, basically removing it. Possible solutions are: 3 + 3 = 6, 9 − 3= 6, and 5 + 3 = 8.

Because, 3+3 is also actually equally 6. So, using “not=“ is not a solution. That rule is not needed!😅 What a brilliant puzzle with first rule!
Another equation that uses all the sticks is 8 - 3 = 5 (take the bottom stick on the left side of the 6 and combine it with the 9 if that makes any sense at all ;-;)
