She claimed to have greater popularity than MJ in these days. I read both Vibe and Rolling Stone magazine interviews with her from this era. Even though she said "in love my bro", she still was a lil shady.

Janet didn't have hundreds of people sleeping outside of her hotel room. She didn't need around ten security guards wherever she went. I'll honestly say, Janet career ALMOST overshadowed Michael's in 1993 because of her success and his downfall with the allegations but other than that, Janet's career has always been behind Michael's.
