Looks like a carp rolling. I would suggest throwing a spinnerbait, buzzbait, or topwater frog to cover lots of water and find any of those bass that are aggressive. Float fishing takes way too long, you cover so little water. Especially on a new body of water like that, the more casts you make and the more water you can cover, the more success you will have and the better you will be able to identify a pattern (are they up tight to shore, are they sitting under clumps of weed, are they roaming around on flats, do they like a fast or slow retrieve, etc)
Just fished there today, tried some corn and caught a 7lb carp. Really good fishing! Earl Rowe is a nice park

Good points…I threw some spinners but no luck. Crank baits too.
