Goku being able to contend with Black while in his original body shows that if Zamasu just put actual effort, he would have been able to become immensely powerful instead of just stealing the fruits of Goku's efforts.
To be fair Zamasu was already really strong for a Supreme Kai Apprentice, had a good handle on God Ki, and knew excellent Ki control. I mean sparred with Post U7 vs U6 Tournament Arc SSJ 2 Goku. Even though Goku held back it is impressive that Goku even went that far for a Spar. The issue is that Goku just simply had a bigger headstart growth wise.

He ended up losing both appeals he made on the descision and ended up having to pay out fuck tons.
