I live by here and its really only 1 street in the entire City and only about 10 to 15 blocks of that street so its really not common at all for this activity in Seattle. The police do not even do their job they just see the prostitutes and drive right by them as the city will not prosecute anyhow. They may as well make it legal in this area and give free testing, etc. so its at least safer.

I'm a former resident of Seattle. It comes down to enforcement of local ordinances, and how the city directs its police to enforce them. In this case, the city of Seattle has chosen not to enforce prostitution laws, among many others, including vagrancy, drug dealing/possession/use, vandalism, and others. There are a few reasons the city has ordered police to stop enforcing these laws, but it all comes down to "this is what the people wanted," because they elected (and reelected) the city officials who run the city this way. It is also a result of the "defund the police" movement from 2020. In response to demands from activists, Seattle slashed its police budget by over 20%. This was a compromise with the activists, who wanted to see a 50% cut. Many other officers have resigned out of frustration with city policies, and although the budget for recruitment has since been increased, no one wants the job anymore. The Seattle PD is now severely understaffed; so much so that it can take up to an hour for them to respond to a priority 1 call (e.g., a homicide). They wouldn't have the manpower to enforce these laws, even if they were allowed to. As a result, crime flourishes. The good news is that people in Seattle are finally beginning to see what it is they have actually been voting for. Many businesses are choosing to close up shop or relocate rather than deal with the crime. The bad news is that it will have to get much worse before it starts to get better.
