Because there are not a lot of wide open areas were the exceptional ground optics will be beneficial. Also the good optic recon vehicles have guns and are cheaper which makes them great. And recon vehicles have a stealth value meaning they can ambush the shit out of anything without being spotted.
Of course they're useful. No, not in all situations, but there are cases where that little bit of extra spotting range will come in handy. And given how most people are perfectly willing to mindlessly sacrifice transports, infantry and other low-cost units in poorly coordinated, unsupported attacks, I fail to see how exceptional optics being 10 to 15 points more expensive makes any meaningful difference.
