basically the timeline where he DIDN'T eat any mobians/animals and gain a taste for meat. which is pretty neato. because it implies possibly just a more NORMAL less deadly/gruesome universe where certain events still happen, same times, same places, but less violence/death. which means tails instead of coming across eggman with a dead sonic, probably comes to encounter him on his own, or, eggman capturing sonic somehow.

for eggman it was all about the chase and not the catch, and even when he does capture sonic, he won't kill him yet, he'll torment him first and kill him later, for sonic, he's a pacifist and wouldn't kill anybody, but let them live and give them a choice to change for the better
The Eggman from Sonic X actually does give a bit of insight into his mind. He thinks hurting people is crossing the line, even if the person getting hurt is Sonic. In fact, he even says, "It's one thing to take them prisoner and threaten them, but when you actually hurt somebody, that's going too far." So really, whenever Eggman threatens somebody - he's just bluffing. Eggman wants to beat Sonic fair and square, but that would also defeat the purpose of his schemes. And with how Sonic's theme song 'It Doesnt Matter' states "as long as the voice inside tells me to run and fight, _it doesn't matter who is wrong and who is right,"_ I think to both of them it's little more than a game. As long as Sonic wins, Eggman is free to craft another insane scheme for Sonic to foil. If Eggman wins, the games end - as likely the world will end or Sonic is incapacitated. Heck, we even see Eggman teaming up with Sonic multiple times when his plans go awry, so I don't think Sonic and Eggman have much reason to kill or otherwise incapacitate the other. Starved is just Eggman who doesn't hold back. That and a wendigo-like desire to consume mobian flesh.
