I'd give iq to flayed billy and the mind flayer scine they are both controlled by vecna so they'd most likely would have his intelligence.
Some say that Billy could take down Leon but they don't know that Leon is a government agent highly trained in martial arts, Leon would do shit in a hand to hand fight.
Resident Evil has so many supernatural powered humans that Billy would just be an average Raccoon City civilian.
Pretty sure he can beat almost anyone from Stranger Things. The only ones he would have trouble with are Hopper, Grigori, Flayed Billy, Eleven, Vecna and the Demogorgon. I think maybe the Spider Monster and definitely the Shadow Monster would be too much for him.

He also defeated Krauser who would stomp Eleven and Vecna because of the speed gap and strength gap. Especially speed Krauser can literally dodge bullets after they've been fired. He speed blitzes and since Leon can keep up with him, he also speedblitzes.
