Abstract
For decades, cross-border payments - characterised by very high cost, low speed and limited transparency and accessibility - have been neglected in international regulation. Two major systemic disruptors unconstrained by legacy technologies - global stablecoins (GSCs) and sovereign digital currencies (SDCs) - have the potential to address most, if not all, of the above deficiencies. Nonetheless, there are still no established, successful GSCs or SDCs: the relevant projects are nascent.
Our speakers will explore the key disruptive effects of global stablecoins and sovereign digital currencies on cross-border payments, associated regulatory challenges and competition between nations and competing SDC issuers over valuable cross-border trade data.

Meet your presenters
Tony Richards is Head of Payments Policy at the Reserve Bank of Australia where he is responsible for the Bank’s analysis and advice to the Payments System Board on promoting competition and efficiency and controlling risk in the Australian payments system and for the Bank’s oversight of financial market infrastructures. This portfolio includes leading the Bank’s work on new digital assets, including research into central bank digital currencies. His previous roles at the Reserve Bank have included serving as Head of Economic Analysis, Head of Economic Research and Deputy Head of International Department. He has also worked at the International Monetary Fund in Washington on international capital markets issues, and on numerous countries including Korea, Russia and the Baltic countries. Dr. Richards’ academic and policy research has been published in leading international economic and financial journals. He holds a Bachelor of Economics (Honours) from the University of Sydney, a Masters in Public Administration from Harvard University and a Ph.D. in Business Administration from the George Washington University.
Dr Anton Didenko - Anton is a Senior Lecturer at the Faculty of Law and Justice of the University of New South Wales (UNSW Sydney, Australia) specialising in banking and finance law, with a focus on FinTech, RegTech and cybersecurity. He is a Russian qualified lawyer with over 10 years of experience as in-house counsel for major commercial banks in Moscow and as senior associate at a law firm in London. His experience covers advising on banking regulations and legislation applicable to financial intermediaries, as well as a wide range of financing transactions. Anton also specialises in the area of secured transactions law and transnational commercial law: he is the author of a monograph on the documentary history of the Cape Town Convention on International Interests in Mobile Equipment (Hart, 2021) and the general editor of the Cape Town Convention Journal. Joni Pirovich - Joni is highly regarded for her client advisory and policy work with respect to the legal and tax implications of blockchain and digital assets. Joni advises on decentralised models of governance, token offerings, centralised and decentralised exchanges, and digital asset acquisitions and dealings by individuals, funds and businesses. Having worked in this space for a number of years, Joni also has an international network of lawyers that are "crypto-literate" to call on as required. As a recognised thought leader and committed to improving digital skills and literacy amongst professionals, Joni offers digital skills workshops through her passion project, Blockchain & Digital Assets Pty Ltd, and provides opportunities for professionals and students to volunteer their time to prepare policy submissions dealing with issues at the intersection of technology and law through her not-for-profit, the Digital Law
