They forget because you are saving in Home before making them remember in Home the Simple Beam move. DanSquared has a video breaking down the process if you need it still

Golduck and grumpig can learn them, in scarlet and violet it's a transfer move meaning you need a pokemon from previous gens to get transferred into home and into s/v

Transferred Pokémon can't keep their moves regardless if they can learn it back or not, they'll learn the moves they can learn at their actual level.
