      First they will have to figure out where the water came from, that did that. Prevent it from happening again. Then fill with rocks, dirt, sand, and cement.
      The prevent it from happening again part, may be tricky or it might be simple.

      Commander of Unit 731, Shiro Ishii, was granted immunity from War Crimes by the US government in exchange for information and research used for the US Biological Warfare program. He worked at Fort Detrick, Maryland at the US government’s request, and reportedly went to S Korea during the Korean conflict on behalf of our biological warfare program. He died of cancer, in Japan, at the age of 67.
