Of course every style probably has its own philosophy on the purpose of chiburi, but generally speaking, chiburi won't functionally shake off anything except large chunks... of fruit, of course.

During an embu one of the guys kinda fudged two different techniques in his mind and accidentally cut a bit into all the fingers of his left hand. As one might expect, it made a bloody mess of things. After he was shuffled off for first aid, one of the senior instructors Sugihara Sensei ran up, picked up the sword and tried to do chiburi with it a few times. He apparently just laughed a bit and was like "heh, it doesn't work..."
Helpful suggestion: if U haven't been doing so already, warm up by 1st training w/ a bokken (wooden training / dummy sword) for both muscle conditioning, basic form practice & overall safety! 😊
From a practical standpoint I think if it is safe to do so, it would clean your blade better to use the clothing of your fallen enemy to remove the blood from your blade prior to re-sheathing. He is after all, past caring about the cleanliness of his clothing. Chiburi like techniques could be of value in ongoing combat to reduce the amount of blood and detritus that can slide down your weapon to your weapon hand, affecting your grip and retention ability. The tassels on some Chinese weapons such as swords and spears were partly there for keeping their hands free from blood.
Just a suggestion, can you guys make a dull katana with full tang for people like me who are just starting to use a katana that dont want to cut themselves.
Can you do the Chiburui with the dull katanas? You know because they don't have a full tang like the sharpen ones, so I don't know if they are as stable to do this movements.
I got a shinsakuto made in 1977 by Seki smith Kanetoki to do some home iai practice and ultimately mat-cutting with- bought it used so it's been used for this before. It meets my size range and it's not hundreds of years old with potential fatigue issues. I felt it was more respectful to the Japanese bladesmith's tradition than getting a Chinese or Indian made sword. The man who made my sword made hundreds of these in his lifetime and put his name on every one, and intended them to be suitable for use in the sword arts.

Any remaining human debris left on the blade should be wiped clean to prevent the blade from rusting inside the saya would be a concern for the average country samurai who's katanas were probably handed down from father to sons?

It’s not necessarily to shake of blood, but more to test if the katana is still stable after combat.
Yes but if blood stays on the blade it will go rusty so they need to get the blood off quickly
