Unfortunately, I do not see BF actions the same way as you do. Diplomats have immunity in line with Vienna Convention on Diplomatic Relations. In that way, they are the extensions of embassies, in that they are seen as sovereigns of the country to which they belong. Therefore, this means that diplomats could not be arrested by anyone other than the country of their origin, even if concrete evidence of their criminal activities in foreign lands is collected. Therefore, expelling diplomats is the strongest message a country can send, unfortunately.
